Phase One Technical Assessment

Vika Resources

Draft v0.9 — June 2026In Preparation

Platform Mandate

Vika Resources is a diversified resource development platform. It acquires, develops, and operates its own resource assets, with full execution responsibility at every stage. Phase One is anchored by gold assets in Eastern Democratic Republic of the Congo.

Phase One Scope

Phase One focuses on the acquisition and development of gold resource assets in Eastern DRC. Resource, reserve, permit, and production details will be stated only once independently verified and recorded in definitive documentation. Detailed technical specifications, asset descriptions, and development timelines are held in the secure Data Room and made available to qualified investors following NDA execution.

Future Expansion

As the platform matures, Vika Resources may expand into copper, cobalt, lithium, and other strategic resource opportunities across Africa. Expansion decisions will be made on the basis of independently verified technical and commercial assessments, and will be communicated to capital partners through formal investor reporting.

Regulatory and Permitting Framework

Vika Resources will pursue all permitting through the appropriate DRC regulatory authorities, in compliance with the DRC Mining Code and applicable international frameworks. Permitting status and regulatory milestones will be reported to capital partners as they are achieved and independently verified.

Operating Standards

Vika Resources applies international operating, governance, environmental, and community standards across all assets it holds. Environmental and social impact assessments will be conducted to international standards prior to and throughout any development activity. Independent oversight and transparent reporting are applied from the outset.

Service Model & Capability Framework

BASTION

Draft v0.8 — June 2026In Preparation

Service Model Overview

BASTION designs, constructs, and manages purpose-built workforce accommodation and industrial services facilities for mining and infrastructure projects across the DRC, Zambia, and Angola. It serves both Vika Group's own operations and, on a commercial basis, third-party mining and infrastructure operators. BASTION is structured as a standalone operating company with its own P&L.

Core Capability Areas

Site Design & ConstructionPurpose-built workforce accommodation facilities designed to project-specific requirements, from site layout and modular unit specification to utilities and access infrastructure
Integrated Facility ManagementFull operational management of facilities: maintenance, housekeeping, administration, and support services for project workforces
Catering & NutritionIn-house catering services designed for industrial workforces, with supply chains adapted to remote and frontier environments
Health, Safety & SecurityHealth, safety, and security infrastructure appropriate to operating environments, including medical facilities, emergency response protocols, and workforce safety management

Regulatory and Compliance Framework

BASTION operates in compliance with applicable DRC, Zambian, and Angolan regulatory requirements for facility construction and management. All operations adhere to international health, safety, and environmental standards. Third-party client contracts include mandatory compliance clauses aligned to institutional capital standards.

Third-Party Market Opportunity

Large-scale mining and infrastructure projects across the DRC, Zambia, and Angola consistently face a common constraint: the absence of professionally managed workforce accommodation in the areas where they operate. BASTION targets mid-tier mining operators, infrastructure developers, and development finance institution-backed projects who require documented compliance with international facility management standards. Detailed market sizing and revenue projections are available in the Data Room.

Phase One Capital Deployment

Indicative Phase One capital allocation for BASTION covers site construction, modular facility procurement, operational establishment, and working capital. Detailed capex schedules and deployment timelines are available in the Phase One Financial Model, accessible to qualified investors in the Data Room following NDA execution.

Strategic Assessment & Entry Framework

DRC Market Entry Strategy

Draft v0.9 — June 2026In Preparation

Strategic Rationale

The DRC holds one of the world's most significant mineral endowments, including the world's largest cobalt reserves and substantial gold resources in the eastern provinces. Despite this, the country remains underserved by institutional capital and professionally managed operators. Vika Group's thesis is that a founder-led, institution-built platform combining resource development, workforce infrastructure, energy, and residential infrastructure can create value by committing to the operational complexity that deters most institutional investors.

Target Geography

Phase One operations are anchored in the Kolwezi–Lubumbashi Copperbelt, where the concentration of copper-cobalt mining activity creates the primary demand for BASTION workforce services and Vika Energy fuel infrastructure. Vika Resources extends the platform into Eastern DRC through gold development opportunities. Kinshasa provides the corporate and regulatory presence required for national-level engagement.

Regulatory Environment

The DRC Mining Code (Law No. 18/001 of 9 March 2018) governs resource development activity. Key regulatory relationships include the Direction des Mines at the national level and the Division des Mines at the provincial level. Vika Resources engages directly with these authorities from the outset of any development activity. Regulatory milestones are reported to capital partners as they are achieved and independently verified.

Political Risk Assessment

The DRC's political environment has shown relative stability at the national level under President Tshisekedi. Key political risks include electoral cycle uncertainty, fiscal policy volatility, and potential regulatory evolution. Vika Group mitigates these risks through diversified regulatory relationships, retained legal counsel with direct government access, and a phased capital deployment model that limits exposure at each stage of development.

Competitive Positioning

Vika Group's positioning is built on institutional governance, international operating standards, and the integrated platform logic that connects resource development, workforce infrastructure, energy, and residential development. This combination is uncommon among operators in the DRC and is designed to meet the requirements of institutional capital.

Phased Execution Strategy

Vika Group executes through a phased strategy, with execution timelines that depend on permitting, financing, regulatory approvals, partnerships, and project-level conditions. Milestone details are reported to capital partners as they are achieved and independently verified.

Phase One (2026–2029)Launch the four commercial platforms. Establish integrated industrial hubs in the DRC. Build institutional capability. Generate recurring operating cash flow. Create a proven execution track record. Subject to financing and regulatory approvals.
Phase Two (2030–2032, anticipated)Regional expansion into Zambia and Angola. Replicate the integrated industrial hub model. Expand every commercial platform. Expand Vika Resources into additional strategic resource opportunities.
Phase Three (2033 onward, intended)Scale through commercial banking, project finance, development finance, export credit, institutional investment, strategic partnerships, capital markets, and reinvested operating cash flow.
