Local Content Policy

1. Policy Statement

Vika Group is committed to maximising the economic and social benefits of its operations for the communities and countries in which it operates. Local content — the use of local labour, suppliers, goods, and services — is a strategic priority and a core component of our social licence to operate.

This policy applies to all Vika Group commercial platforms, including Vika Resources, BASTION, Domaine Imara, and Vika Energy, across all operating geographies including the DRC, Zambia, and Angola.

2. Local Employment

Vika Group is committed to:

  • Prioritising the recruitment of local nationals at all levels of the organisation, from entry-level to management;
  • Developing structured career pathways that enable local employees to progress into senior and technical roles over time;
  • Providing training and skills development programmes that build lasting human capital in host communities;
  • Tracking and reporting local employment ratios across all operating companies;
  • Working with local educational institutions and vocational training providers to develop the pipeline of skilled local workers.

3. Local Supplier Development

Vika Group is committed to:

  • Giving preference to local suppliers and contractors where they can meet our quality, safety, and compliance standards;
  • Providing capacity-building support to local suppliers to help them meet our standards;
  • Paying local suppliers promptly and on fair commercial terms;
  • Tracking local procurement spend as a proportion of total procurement;
  • Publishing local procurement targets and reporting against them annually.

4. Skills Transfer

Where Vika Group engages international expertise, it is committed to ensuring that skills and knowledge are transferred to local counterparts. This includes:

  • Structured mentoring and on-the-job training programmes;
  • Succession planning that identifies local candidates for senior roles;
  • Technical training programmes in partnership with local institutions;
  • Reporting on skills transfer outcomes as part of annual social performance reporting.

5. Community Benefit

Beyond direct employment and procurement, Vika Group is committed to contributing to the broader economic development of host communities through:

  • Community development programmes aligned with local priorities;
  • Infrastructure contributions where appropriate and agreed with communities;
  • Support for local enterprise development beyond the direct supply chain;
  • Transparent reporting on community investment and benefit-sharing.

6. Regulatory Compliance

Vika Group complies with all applicable local content regulations in its operating jurisdictions, including the DRC Mining Code requirements on local employment and procurement, and equivalent regulations in Zambia and Angola. Where regulatory requirements are less stringent than our own commitments, we apply the higher standard.

7. Monitoring and Reporting

Vika Group tracks local content performance against agreed indicators and reports on performance to relevant stakeholders, including capital partners, regulatory authorities, and affected communities. Key performance indicators include local employment ratios, local procurement spend, and skills development outcomes.

8. Governance

The Chief Executive Officer has overall responsibility for local content performance. Local content targets are set for each operating company and reviewed annually. This policy is reviewed annually and updated to reflect evolving regulatory requirements and operational experience.
